'Sweet game'
The prosecutor, prosecuting, detailed the criminal behavior to the court.
She said his targets were disadvantaged youngsters who were participating in a youth camp which he ran.
The defendant conducted a "sweet game" with the youngsters, the legal counsel stated, in which he would go into the children's bedrooms when they were getting ready for bed and ask them to consume candy "rapidly".
She stated to the judge the man had conducted this practice with the young males "repeatedly", and children had previously fallen ill the subsequent day.
She said Ruben had been capable of justifying this for many years as the youngsters being "overstimulated by activities", until his family member had concerns in recently.
The prosecutor stated further: "This year his stepchild had concerns about the activities, with valid cause.
"They decided to investigate in the man's possessions."
Mrs Prior KC said items including baby oil, ointment and injection devices were discovered, and his family member notified the law enforcement about his suspicions.
She stated the man continued to conduct the "treat game" with six youngsters that evening - July 26th - and they were all ill the following morning.
"Authorities" had not gone out by that point," she added.
The oversight body, the police conduct office, had stated that it was examining law enforcement's management of the events.
Mrs Prior stated the children were struggling to walk due to being ill, so the stepson notified the law enforcement again.
She stated the defendant then conducted the "candy game" in a area of five minors.
